The Washington State Health Insurance Pool - WSHIP - is the high risk health insurance pool for people who have been declined individual health insurance in Washington. WSHIP was established as a result of the Washington State Health Insurance Act of 1987.
The purpose to the Washington State Health Insurance Pool is to provide access to quality health insurance to Washington residents who are denied health insurance due to current (pre-existing) or past health history.
General Eligibility Requirements:
You must be a Washington State resident.
You must have been declined health insurance coverage by an insurance carrier based upon the results of the Standard Health Questionnaire (SQH).
You live in a Washington State county where individual health insurance is not available or offered. You must not be eligible for Medicare.
Dependents:
Your dependent children are eligible for coverage provided that you are eligible for and enrolled in the Washington State Health Insurance Pool (WSHIP) and the children are not married and are under the age of 19.
Medicare Basic Plan Eligibility Requirements:
Must be a Washington State Resident.
Must be enrolled in Medicare Parts A and B
Must provide proof of rejection for medical history, a requirement of restrictive riders, a higher than standard premium, or a pre-existing condition limitation on a Medicare Supplement or do not have comprehensive Medicare Supplemental coverage available to you.
Effective August 1, 2009, under Washington Law, you must live in a county where you do not have access to a reasonable choice of Medicare Advantage Plans.
Application Process:

Complete the appropriate WSHIP application, either the Non-Medicare Plans Application or the Medicare Basic Plan Application.
You must attach a copy or the rejection notice from the insurance carrier, including the scoring sheet provided. This requirement is similar with the Basic Medicare Plan. You must attach a copy of the Medicare Insurance carriers letter to you. Mail your completed Application to us at:

Once your application is approved by WSHIP and they have received your first premium payment, they will send you an identification card and your insurance policy. The insurance policy provides specific details of your plan's benefits and the procedures you need to follow in order to get the maximum benefits to which you are entitled.
